This Plugin and WordPress.net blog will help you improve your PageRank. Unfortunately, without your own url it’s harder (I have observed to improve page rank. ) I got my own domain immediately on starting my blog with blogger. After 8 months, I switched to WordPress, it took me about 9 more months to get my pagerank back up. I am now a 3. Just my little ole opinion.

It all depends on the plugin developer. I only do updates to cover new features, lately it’s been mostly bug-fixes or compatibility releases. It’s been a while though, so hopefully he’ll have something new soon.
